Should we declare a culture instead of a 'race' ?

I believe our enviornments and peers and relatives determine our culture. We are asked daily on applications, forms and questioneers..."what is your race?" and we are given colors to choose from with a few nationalities thrown in...why do we answer? Do we embrace cultures or skin color?
Do u know people with white skin that act black or vice versa?
